My take on the steps: [all apps mentioned here are free for personal use]

Slow at bootup:
  1. install and run Soluto (site), then follow its recommendations
Slow while running:
  1. reduce size of Recycle bin to 2% of disk space
  2. reduce size of IE temp-files storage space to 5MB or 10MB
    •  IE Tools=>Internet Options=>Temporary Internet Files=>Settings
  3. run CCleaner (installable versionportable version)
  4. check pagefile size (the less RAM you have, the more critical it is to have large pagefile size)
    • go to Control Panel=>System=>Advanced tab=>Performance - Settings...
    • in the Performance Options dialog, go to Advanced=>Virtual memory - Change...
    • turn on "Automatically manage paging file size for all drives"
  5. install and run Secunia's free Personal Software Inspector (PSI) (site
  6. defrag system
